Retail Market Study

Examining Hartsville’s current and future retail potential

The City of Hartsville commissioned R.E.D. CITY PLANNING to examine Hartsville’s current and future retail potential. We provided an effective and ongoing vision for downtown Hartsville, and this study focused on efforts to extend that cultural and economic footprint.

The overall goal of the study is to lay out a plan to raise Hartsville’s retail profile to the next tier of national and regional retail and restaurant users. Government

  • Hartsville was incorporated Dec. 11, 1891.
  • Hartsville operates under the Council-Manager form of government. City Council includes a Mayor elected at large and six additional council members. City Council meets in Council Chambers at Hartsville City Hall, 100 E. Carolina Ave.. Monthly meetings include a work session on the first Tuesday of the month, as well as regular meetings, during which action items may be considered, on the second Tuesday of the month.
