The Finance Department is responsible for all of the City’s financial planning, investing, budgeting, licensing, and fiscal records.
The department handles many different tasks for the City of Hartsville such as utility payments, business license payments (both new and renewals), hospitality taxes, accommodations taxes, accounts payable and receivable, community development payments, donations to area parks and recreational facilities.

Audits
The Annual Financial Report includes pertinent information as it pertains to the City’s finances. It includes items such as the Independent Auditor’s Report, Annual Budget and Amendments, Fund Financial Statements, and Management’s Discussion and Analysis.

Approved Budgets
Each year, a balanced budget is approved by City Council for the upcoming Fiscal Year (July 1 – June 30). This budget is the projected financial operating plan for the city and includes expected revenues and expenditure allocation.
